SUMMARY
This is a full-time exempt position primarily responsible for the overall function of Information Technology (IT) which includes: Data Services, Network Services, and Cybersecurity.

Primary work hours will be Monday through Friday, 8:30am to 4:30pm with a 30-minute lunch (37.5 hours/week) unless otherwise agreed upon. This position requires flexibility to work non-traditional hours, including evenings and weekends for special projects and or IT emergency situations.

This position requires the employee to perform their job duties and responsibilities in an structured work environment.

This is an office-based position located at our headquarters at 134 Industrial Park Road, Suite 1700, Greensburg, PA 15601.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Includes the following, (other duties may be assigned as deemed necessary by management):

General:
Responsible for the management oversight of daily activities in all IT functional areas.

Accomplishes IT Staff results, by communicating job expectations: planning, monitoring, and appraising job results; coaching, counseling, and mentoring employees; initiating coordinating and enforcing applicable systems; policies and procedures.

Initiate and select course of action that effectively and efficiently meets the organization’s objectives, as related to all IT functional areas.

Recognizes and identifies potential areas where existing policies and procedures require change, as related to all IT functional areas; OR where new policies and/or procedures need to be developed, especially regarding future business expansion.

Identify and communicate need for IT expertise, and coordinate utilization of contracted vendors, in collaboration with the Quality & Compliance Director.

Maintains organization’s effectiveness and efficiency by defining, delivering, and supporting strategic plans for implementing information technologies, as related to all IT functional areas.

Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices and participating in professional societies. Completes education/training as assigned by Quality and Compliance Director.

Provide ongoing communication, to include data, reports, and analysis, as related to all IT functional areas, as requested by the Quality & Compliance Director.

Attends and successfully completes all mandated and assigned training.

Data Services:
Collaborates with WCSI personnel; County BH/DS and providers to ensure effective and efficient use of data output. Collaborates with WCSI personnel and vendors, regarding optimal data systems development and utilization.

Research, analyze and understand workflow in order to facilitate design and development of data systems, including retrieval of data for report needs.

Ensures quality and integrity of data.

Ensures that external and internal procedures/regulations/policies governing data management are met, including security, audit, and privacy.

Network Services:
Collaborates with WCSI personnel and vendors, regarding optimal network/hardware systems development and utilization.

Ensures quality and integrity of network systems.

Preserves assets by implementing disaster recovery and back-up procedures to include information security and control structures.

Cybersecurity:
Assists with the implementation and maintenance of cybersecurity policies, procedures, and standards, and ensures compliance with regulatory requirements (e.g., HIPAA Security Rule).

Oversees, mentors, and manages the information technology (IT) team and their ability to implement and sustain a baseline cybersecurity posture that fits the needs of the organization.

Monitors and responds to system security incidents, vulnerabilities, and threats across the IT environment, and manages endpoint protection, firewalls, Intrusion Detection and Prevention Systems (IDPS), and other security tools.

Maintains documentation of cybersecurity configuration, IT Service Management (ITSM), change management, and all remediation efforts, also coordinating third-party external assessments and penetration testing engagements.

Oversees the IT section of risk management program, along with risk register, and determines acceptable risk levels, treatment, owners, and the tracking of mitigation status.

Acts as the leader of incident response, business continuity, and disaster recovery for the organization, making sure to test all plans on a set cadence.

Assists with administering cybersecurity awareness training for all internal staff on a set cadence.

Collaborates cross-functionally with multiple Programs/Departments to ensure secure system design and is expected to report IT security metrics and KPIs to senior leadership.

SUPERVISORY RESPONSIBILITIES
This position will supervise direct/indirect reports that include the IT Development and Services Supervisor, IT Development Specialist, and IT Support Technician. This position will report to the Quality & Compliance Director and may take directions from the Chief Administrative Office (CAO), Chief Fiscal Officer (CFO) or Chief Executive Officer (CEO).

Education and/or Experience:
Bachelor’s Degree (BA/BS) in Computer Science, Information Security, Cybersecurity, or related field AND Four (4) years of technology/management experience, which includes a minimum of three (3) years in a supervisor capacity. Equivalent combination of education, experience and/or training will be considered.

Language Skills:
To perform the job successfully, an individual must be able to perform each essential duty satisfactorily. Effective communication skills, both verbal and written, as well as organizational skills are essential.

Must have excellent communication skills, both verbal and written.

Must have the skills to communicate through various forums, to include delivery of training, e-mail management, presentations, and reporting. Forums will include both existing and future technological means.

Ability to structure and assign tasks, establish priorities, and set goals, displaying strong multi-tasking skills, with the ability to change priorities while regulating deadlines.

Must demonstrate teamwork, through cooperation, respect, and collaboration with others.

Must be able to effectively present information and respond to questions from groups of directors, managers, staff, and the general public.

Must demonstrate excellent analytical skills and forward thinking.

Employee must be flexible and have the ability to adjust work hours, based upon the needs of the position, as communicated to the Quality and Compliance Director.

Certificates, Registrations, Licenses:
Valid PA Driver’s License, Proof of Valid Auto Insurance, Act 34 (Criminal Record), and Act 33 (Child Abuse) and FBI Clearance. There will be monthly screenings of PA Medicheck List, LEIE (List of Excluded Individuals/Entities) and SAM (System for Award Management).

Preference to have at least one of the following:
 Certified Information Systems Security Professional (CISSP) by ISC2
 Certified Information Security Manager (CISM) by ISACA
 Security+ by CompTIA .

If there is no current certification, required to receive one within first year of employment.

ENVIRONMENT, PHYSICAL and MENTAL CONDITIONS

Physical/Mental Demands:
While performing the duties of this job, the employee may be required to operate a motor vehicle/van, sit stand, walk, bend and lift objects of up to 30 pounds.

The employee will regularly use a computer, phone, fax, copier, and other essential office equipment to conduct daily work assignments.

Responsibilities may require overnight travel.

Substantial problem solving in response to urgent/emergency situations, which may require immediate action.

Work Environment:
While performing the duties of this job, the employee regularly works in an office environment. Travel to other satellite offices, community and provider locations can occur. Employees may be required to work outside the office environment in relation to needs of the organization/services. Exposure to outside weather conditions will exist. The noise level in the work environment is usually moderate.
