The Criminal Justice Liaison (CJL) program is a support service designed to assist Westmoreland County residents who have mental health needs (with or without substance use) and are currently involved in the criminal justice system. The goal of the program is to intercept individuals in need, connect them to community services and supports, and help prevent further movement into the criminal justice system.

What does the CJL Program Do?

The Criminal Justice Liaison program serves each of the magisterial district offices throughout Westmoreland County. Services provided include:

  • Advocating on behalf of individuals involved in the criminal justice system living with behavioral health concerns (mental health with or without substance use)
  • Supporting individuals through the magisterial court process
  • Assessing individuals’ needs, identify resources, and develop a plan to address those needs
  • Collaborating with providers, court-related personnel, and others to facilitate coordination of treatment, care, and service planning

 

Who is Eligible for CJL Services?

  • Residents of Westmoreland County (age 18 and above) who:
  • Have current or recent criminal justice involvement
  • Have an identified behavioral health need (mental health with or without substance use)
  • Are willing to participate and agree to receive the service

 

Who can make a referral?

  • Eligible individuals may self-refer by contacting WCSI directly at 724-837-1808 or 1-800-353-6467.
  • Referrals may also be made by court-related personnel, such as a magistrate, judge, district attorney, probation/parole officer, or law enforcement, by completing a brief referral form, or by contacting the WCSI office.
