SUMMARY:
This is a full-time exempt position that provides general oversight of the continued development, coordination and delivery in all areas related to the education, training and professional development of WCSI staff. Duties include responsibility as a Program Specialist classification, which include research on enhancement and development in educational, training and enrichment opportunities to provide to those we serve. The primary work hours will be Monday through Friday, 8:30AM-4:30PM with a ½ hour lunch, unless otherwise agreed upon. Training/education areas of concentration include, but are not limited to, new employee orientation; on-the-job training; in-house education; health and safety training; out-sourced training; as well as collaboration with key staff in the development/revision of appropriate support manuals and training materials while implementing and striving to support the Mission and Values of WCSI through training and education.
Compliance:
As with all WCSI positions, it is the expectation that employees adhere to WCSI policies, and County, State, and Federal regulations. Attends specially designed training programs provided through WCSI, county, state, and federal agencies.
This position requires the employee to perform their daily job duties and responsibilities in a structured environment.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
STAFF DEVELOPMENT
Conducts needs analysis that effectively assesses organizational/programmatic training requirements, partnering with Directors, Managers and Supervisors to implement necessary training and staff development.
Develops and provides guidance to the WCSI Staff Development Committee, establishing goals and objectives for each Fiscal Year; obtain employee input on training needs and determine education (i.e. CEU’s), training (mandatory and elective) and staff development priorities on an ongoing basis.
Coordinates existing in-house training.
Collaboration and partnership with Department/Program Training Supervisors.
Delivers training directly, or coordinates delivery to include training outlines; instructional materials; hand-outs; evaluation forms and visual aids.
Conducts “train the trainer” sessions which focus on understanding of the information to be communicated and the skills required to effectively facilitate the program.
Develops in-house trainers, utilizing expertise and knowledge of WCSI’s work force.
Develops training materials, testing and evaluation procedures for in-service training and in-house trainers.
Research out-sourced training opportunities and communicates to staff through Leadership and/or Supervisory Team Meetings.
Researches and recommends the delivery of training programs from a variety of outside resources, based on training needs assessment outcomes.
Maintains master WCSI Education/Training Calendar and online training, which includes scheduling all in-service training; communication to staff of in-service training opportunities; coordination of enrollment of employees.
Coordinates, schedules and delivers all new employee orientation, to include new employee set-up (i.e. application log-ins; phone extensions; property).
Maintains training records and monitors mandatory (subject and hours) training attendance for all employees.
Researches, develops, recommends and maintains training resources to include technology, training library, self-study opportunities and grant opportunities for WCSI.
Based on recommendations of the WCSI Staff Development Committee and in collaboration with WCSI Department/Program Directors, develops an Annual FY Staff Development Plan.
Develop and provides analysis of end of FY reporting, as well as provide reporting for WCSI Board report of OAM activity.
Obtain Train the Trainer certifications in Adult and Youth Mental Health First Aid, CPR/First Aide, QPR and others as agency needs change.
INTERNSHIPS
Oversees the WCSI Internship Program; Regular contact and outreach with local colleges and universities, conducts interviews of potential candidates, develops schedules and placement of the intern, and monitors their success while at WCSI.
MISC.
Performs other related duties or special projects as assigned by the Human Resources Manager, Chief Administrative Officer or the Chief Executive Officer.
SUPERVISORY RESPONSIBILITY: Collaboration oversight involving position expertise/responsibility. This position may be responsible to provide individual direction/assistance to professional and clerical staff, as needed, collaborating with their supervisor. This position has no direct reports.
QUALIFICATIONS:
The candidate for this position must have a strong knowledge base and direct experience with Staff Development and Training, policies and philosophies. To perform the job successfully, an individual must be able to perform each essential duty satisfactorily. Strong communication skills, both verbal and written, as well as organizational skills are essential. Candidate must have the skills to communicate through various forums, to include delivery of training, e-mail management, verbal and written presentations in conjunction with Microsoft Word, PowerPoint, Excel and other data base software. Requires excellent computer skills and the ability to adapt to new computer technology. Candidate must demonstrate teamwork, through cooperation, respect and collaboration with others. Must be able to effectively present information and respond to questions from groups of managers, staff, and the general public.
Education and Experience:
Bachelor’s Degree (BA/BS) in related field required. Three (3) years of staff development/training experience preferred. Equivalent combination of experience and training will be considered. Excellent leadership skills required, which are characterized by the ability to gain respect, positively influence, accurately assess and support the agency in the achievement of its mission.
Maintenance, Skills, and Learning:
Candidate will learn and maintain any associated learning applications online or software associated with the staff development needs of the agency. Candidate will maintain any instructor certifications that are required by the agency, as well as uphold requirements associated with maintaining certifications.
Certificates, Licenses, and Registrations:
Valid PA driver’s license, proof of automobile insurance, ACT 33 (Child Abuse), ACT 34 (Criminal Record) and FBI Clearances.

As with all WCSI positions, this position will adhere to all random drug screening requirements, as set forth by WCSI Policy.
ENVIRONMENT, PHYSICAL and MENTAL CONDITIONS
Physical/Mental Demands:
While performing the duties of this job, the employee is regularly required to operate and maintain motor vehicles, sit, stand, walk, bend and lift objects of up to 50 pounds. Occasional climbing on ladder is required. The employee regularly uses a computer, phone, fax, copier, and other essential office equipment to carry out daily work assignments.
Work Environment:
While performing the duties of this job, the employee is regularly exposed to a combination of office and travel conditions, frequently working inside and outside in all weather conditions. The noise level is moderate.
Position Funding:
This position’s funding is determined by WCSI’s allocation process. Incumbent in this position may be required to complete a WCSI Time Study, frequency determined by Fiscal Management, for purposes of this allocation process.
