SUMMARY
This is a full-time non-exempt position primarily responsible for the provision and coordination of assessment/intake to students in assigned school districts. Supervises a team of professionals and/or clerical staff. Assists students/families to overcome barriers to learning, to remain in school and to advance in making choices through the use of assessment, consultation, service linkage, advocacy, information about the community and referral to SAP Core teams, appropriate treatment and Casemanagement levels. Monitors adherence to regulations and the accurate and prompt completion of all reporting, billing and other required paperwork. Will work closely with Managed Care Organizations and County personnel to ensure continuity of care and timely processing of data. Primary work hours will be Monday through Friday, 8:30am to 4:30pm with a 30-minute lunch (37.5 hours/week) unless otherwise agreed upon.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Includes the following, (other duties may be assigned as deemed necessary by management):
Program Supervision and Coordination:
Responsible for the day to day supervision, coordination and implementation of team activities for the purposes of efficient and effective service delivery. Monitors the compiling, maintenance and review of necessary client records to assure compliance with county, state and SAP regulations. Ensures the preparation and maintenance of statistics and reporting. Ongoing monitoring and maintenance of BH desktop manual.
Staff Supervision and Evaluation:
Provides ongoing supervision to program staff. Completes staff performance evaluations and implements agency personnel policies and procedures as necessary. Monitors and manages staff scheduling and productivity based on each school year agreements and various schedules of each school served. Assures the timely and accurate staff submission of agency service documentation, county authorizations, and MCO requirements. Assists in the interviewing and hiring of staff in conjunction with the SAP Program Manager and SAP Program Director.
Staff Development and Training:
Develops monthly and overall staff development/training plans for the SAP Liaisons based on the regulations, strengths/areas of weakness of each case manager. Seeks out and disseminates information regarding education opportunities within the guidelines of agency policy and procedures and within the fiscal parameters of program budgets. SAP Supervisors are responsible for conducting trainings and presentations for school administrations, Intermediate Unit, and other entities assigned.
Related Service Management Activities:
The SAP Supervisor will be active in both roles as supervisor and working liaison to school districts assigned. The supervisor will assist in development and implementation of the SAP program for each school district assigned while taking in consideration each districts culture and needs for the students served. Supervisor will be an active member of the DCORT team and must be flexible for out of state trainings. The supervisor will attend meetings and have regular communication with Westmoreland Drug and Alcohol Commission Inc. regarding SAP activities and data.
Casemanagement and Service Coordination:
Responsible for overseeing the following: assessing the behavioral health and psycho-social needs of students in assigned schools, referral, service linkage, community support networking and development and case monitoring. Oversees the staff whose documentation of all service management contacts is maintained in student/consumer charts. Responsibilities include working in conjunction with various treatment programs; i.e., BHRS, partial, outpatient, etc. Coordinates and acts as a liaison with other human services providers. Completes all POMS registrations and service activity documentation accurately and promptly. SAP Supervisor duties also include case monitoring, consultation, and coordination on site at the school setting, when necessary in conjunction with Administrative Management, TCM and Hospital Liaison staff.
Professional Responsibilities:
Obtain necessary training in accordance with SAP, DCORT and assigned staff development requirements. Able to be flexible, adjust work hours based upon program and client needs as assigned by immediate supervisor. Display a professional standard of effective teamwork in the provision of assessment and intake. Perform related duties as assigned. Supervisor will maintain professional appearance at all times.
SUPERVISORY RESPONSIBILITIES
The SAP Supervisor reports directly to the SAP Program Manager and may take direction from the SAP Program Director and/or the Chief Executive Officer. Directly supervises the employees within the SAP Liaison unit of the Behavioral Health Department. Carries out supervisory responsibilities in accordance with the organization’s policies and SAP applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Substantial problem solving in response to urgent/emergency situations, which may require immediate action. Ability to apply principles of leadership and management in daily practice.
QUALIFICATIONS

Education and/or Experience:
Master’s degree in a clinical field; two years of Mental Health experience required. Two years of
supervisory experience preferred
or
Bachelor’s degree in clinical field; five years of Mental Health experience required. Three years of supervisory experience preferred.
Language Skills:
The ability to read, analyze, and interpret general business information, periodicals, professional journals, technical procedures, or governmental bulletins/regulations. Ability to write reports, business correspondence, and procedure manuals. Effectively present information, and respond to questions from agency, county, and state representatives.
Certificates, Registrations, Licenses:
Valid PA Driver’s License, Proof of Valid Auto Insurance, Act 34 (Criminal Record), and Act 33 (Child Abuse) and FBI Clearance. There will be monthly screenings of PA Medicheck List, LEIE (List of Excluded Individuals/Entities) and SAM (System for Award Management).

ENVIRONMENT, PHYSICAL and MENTAL CONDITIONS
Physical/Mental Demands:
While performing the duties of this job, the employee is regularly required to operate a motor vehicle, sit, stand, walk, bend and lift objects of up to 10 pounds. The employee regularly uses a computer, phone, fax, copier and other essential office equipment to carry out daily work assignments.

Work Environment:
The services of this job are community based. While performing the duties of this job, the employee is exposed to a combination of office and outside/travel conditions and regularly exposed to a moderate level of noise.
