Summary
This
full-time exempt position is part of the senior management leadership team in
the behavioral health division. It provides general management oversight of operations
for targeted case management services (TCM), with a primary responsibility for child/adolescent/transition
age youth TCM; the Certified Peer Specialist Services (CPS) unit; and the
Intake Unit. The incumbent works with other BH Program Managers and is expected
to assist the Behavioral Health Divisional Director in overall management and
operations of the Department. The position includes direct supervisory responsibilities
of both TCM and CPS supervisors and Intake Staff. The primary work hours are
Monday through Friday, 8:30AM-4:30PM with a ½ hour lunch, unless otherwise
agreed upon. The incumbent ensures adherence with all applicable
regulatory, agency and program/agency requirements. Responsibilities include referral
tracking, assignment and disposition of cases; management of expenses, service
provisions, facility monitoring; and incident management. In addition to
direct supervision of the TCM/Peer Supervisors, this position may also provide
general supervision to other professional and clerical staff involved or
supporting operations, including those with client-related matters,

job duties and responsibilities in a structured work environment.
Essential Duties and Responsibilities
Include the following, (other duties may be assigned as deemed necessary by management):
:
Assign
client referrals and manage the case-closure process to ensure compliance with
access requirements, caseload ratios, etc.
Maintain
disposition and/or other files for outcome reporting and/or contract or other regulatory
requirements.
Review
and monitor expense reports and track spending.
Monitor
Oversee
and administer the Intake services for the BH Division.
Conduct
site visits as necessary.
Coordinate
weekly staffing meetings.
Provide
supervision as required.
Complete
special focused projects as assigned.
Serve
as a regular member on the BH QA Committee and the Safety Committee, or other
committees or project teams as required.
Assist
with the orientation of newly hired staff.
Manage
assigned TCM teams, peer teams and behavioral health staffing, ensuring that staff
resources are administered appropriately, including site and special event
coverage.
Coordinate
the development of staff resources by evaluating service system needs and
coordinating appropriate training. This includes working directly with
staff to incorporate their expertise in the streamlining of procedures.
Provide
BH Divisional Director with monthly status reports on sites, productivity,
critical incidents, referral statistics and access standards.
Research
and provide interpretation of changes to regulations and/or procedures to the BH
Divisional Director and remain current on all processes as related to the responsibilities
of TCM/Peer-BH Services. In collaboration with the BH Divisional Director, and
assist with the formulation and implementation of necessary changes to process,
including staff training and follow-up.
Assist
with the up-line supervisory back up to the agency’s 24 hour on call responsibilities
per DHS regulations.
Participate
in all credentialing, audit and licensing activities, providing assistance to
management staff in preparation for these events.
Attend
specially designed training programs provided through WCSI, county, state and
federal agencies.
Actively
work with BH QA committee to insure 100% compliance in all programs.
Work
with other BH Program Managers in all efforts as assigned by the BH Divisional
Director.
Perform
other duties, as may be assigned by the BH Divisional Director or the Chief
Executive Officer.
Adhere
to WCSI, county state and federal policies and regulations governing the Behavioral
Health program.
Supervisor Responsibility
This
position is responsible for the direct supervision of TCM and CPS supervisors
and Intake Staff. May be responsible to provide individual assistance to
professional and clerical staff, as needed. This position will be directly
supervised by the BH Divisional Director. This position may also receive
direction from the Chief Executive Officer and/or other Administrative
Directors.
Qualifications
:
The
candidate for this position must have a strong knowledge base and direct
experience with the Behavioral Health Service System, policies, and
philosophies. To perform the job successfully, an individual must be able
to perform each essential duty satisfactorily. Applied skills and
experience, as related to MH Services. Strong writing and organizational skills
are essential. Candidate must have the skills to communicate through
various forums, to include delivery of training, e-mail management, verbal, and
written presentations in conjunction with Microsoft Word, PowerPoint, Excel and
other data base software. Must be able to effectively present information
and respond to questions from groups of managers, clients, customers, staff,
and the general public.
Education and Experience:
Master’s
Degree required with a minimum of two (2) years of Mental Health Supervision
experience and three (3) years of MH case management or case management related
experience. Must possess extensive knowledge of management and business
principles in relation to data and outcomes and HIPAA regulations.
Knowledge of county provider network, including products and services available
to improve client and staff viability and satisfaction is required. Incumbent
is required to complete the peer supervisor training and maintain credentials
as required. Must be team oriented and flexible.
Language

Certificates, Registrations, Licenses:
Valid PA Driver’s License, Proof of Valid Auto Insurance, Act 34 (Criminal Record), and Act 33 (Child Abuse) and FBI Clearance. There will be monthly screenings of PA Medicheck List, LEIE (List of Excluded Individuals/Entities) and SAM (System for Award Management).

As with all WCSI positions, this position will adhere to all random drug
screening requirements, as set forth by WCSI Policy.

Physical/Mental
Demands:
Primary
functions require sufficient physical ability and mobility to work in an office
setting, to stand or sit for prolonged periods of time; to occasionally stoop,
bend, kneel, crouch, reach and twist; to lift and carry light to moderate (15
pounds) amounts of weight, to operate office equipment requiring repetitive
hand movement and fine coordination including use of a computer keyboard; to
travel to other locations using various modes of private and commercial
transportation; and to verbally communicate to exchange information. Requires the ability to see, within the
normal vision range, with or without correction. Requires the ability to hear, within the
normal audio range, with or without correction. Work responsibilities will
require excellent problem-solving skills and organizational skills. Will be exposed to situations which are
urgent or emergent, which may require immediate action. Responsibilities require multi-tasking, with
extensive employee contact and frequent interruptions, which could be time
sensitive and/or have deadlines. Will require management of requests and
situations that occur at the same time.
Work is performed primarily in a standard office environment. with extensive employee contact and frequent interruptions. Work may be required outside the office environment in relation to needs of the organization. This can include overnight travel. Exposure to outside weather conditions will exist. The noise level in the work environment is low to moderate.
Position Funding: This position’s funding is determined by WCSI’s allocation process. Incumbent in this position may be required to complete a WCSI Time Study, frequency determined by Fiscal Management, for purposes of this allocation process.
