Summary


This is a full-time non-exempt position that is responsible for the direct supervision of an assigned team of Service Coordinators.  These Service Coordinators are responsible for the provision and coordination of Early Intervention Service Coordination Services to children age birth to three years of age and their families who live in Westmoreland County. Essential function of this position is to carry out supervisory responsibilities in accordance with the organization’s policy and procedure and to provide an appropriate level of leadership to ensure that each Service Coordinator is working towards the vision and mission of this organization.  This position reports directly to the EI Program Manager and may also take direction from the IDD Director. Primary work hours will be Monday through Friday, 8:30 am to 4:30 pm with a 1/2 hour lunch (37.5 hrs/week) unless otherwise agreed upon.

Adheres to WCSI county, state, and federal regulations governing Early Intervention Service program. Attends specially designed training programs provided through WCSI, county, state, and federal agencies. 


Essential Duties and Responsibilities


Include the following, (other duties may be assigned as deemed necessary by management):

Leadership Responsibilities:
Provide the appropriate level of leadership to each Service Coordinator by demonstrating effective techniques such as instruction, coordination, modeling and monitoring. Actively participate in the supervisory team process, facilitate departmental team meetings as needed, schedule individual supervision meetings to assist employees in managing specific situations, keep Service Coordinators up to date with departmental needs and changes, as well as to provide ongoing feedback on work performance. On a rotating basis, with other department supervisors, provide office coverage within the department along with assuming primary responsibility for ensuring back up for team members.   Delegate responsibility appropriately and demonstrate best practice techniques. Provide necessary reports for the Program Manager and Department.

Problem Solving/Decision Making:
Demonstrates the ability to participate in the decision making process. Motivate Service Coordinators to build on their strengths that are demonstrated, and develop specific strategies to remedy performance deficiencies. Relate relevant and critical information to the EI Program Manager in a timely manner.



Supervisor Responsibility


Provide direct supervision to an assigned team of Service Coordinators for the EI Program. Carry out supervisory responsibilities in accordance with the organization’s policy and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Ensure that all program standards are reviewed and met monthly for each team member. Complete annual performance evaluations and bi-annual reviews on all assigned staff. Provide bi-weekly supervision which is logged as per agency policy. Adheres to and enforces agency personnel policies.  Provide day-to-day coordination, and implementation of program goals and activities to aid the SC to manage and organize their work activities.  Ensure that all children meet regulatory compliance requirements as identified by OCDEL which entitles screening, evaluation, assessment and on-going monitoring of service delivery for infants and toddlers. 


Qualifications


:

Education and/or Experience:
Bachelor's Degree (BA/BS) in Human Services or related field, preferably supervisory experience, and 2-3 years related experience in Early Childhood/Human Services field. Computer proficient and must be team oriented and flexible.

Language Skills:
The ability to read, analyze, and interpret general business information, periodicals, professional journals, technical procedures, or governmental bulletins/regulations. Ability to write reports, business correspondence, and procedure manuals. Effectively present information, and respond to questions from agency, county, and state representatives.

Certificates, Licenses, Registrations:
Valid PA driver's license, Proof of valid Auto Insurance, ACT 33 (Child Abuse), ACT 34 (Criminal Record), FBI Clearance. There will be monthly screenings of PA Medicheck List, LEIE and SAM.

Physical Demands:
While performing the duties of this job, the employee is regularly required to operate a motor vehicle, sit, stand, walk, bend and lift objects of up to 10 pounds. The employee regularly uses a computer, phone, fax, copier and other essential office equipment to carry out daily work assignments. 

Substantial problem solving in response to urgent/emergency situations, which may require immediate action.  Ability to apply principles of leadership and management in daily practice.

  

Work Environment:
The services of this job are community based. While performing the duties of this job, the employee is exposed to a combination of office and outside/travel conditions and regularly exposed to a moderate levels of noise.
